2013 SENIOR INDIGENOUS FELLOW POSITION

The Indigenous Peoples and Minorities Section (IPMS) of the Office of the High Commissioner for Human Rights (OHCHR) is seeking an indigenous person to fill the position of “Senior Fellow” for a duration of four months (1 May - 30 August 2013).

The Senior Indigenous Fellowship aims at giving the selected indigenous person an in-depth understanding of the international human rights system and mechanisms, especially those dealing with indigenous issues. Through this experience, the Senior Fellow will gain practical knowledge and working level experience by directly contributing to the programmes and activities of the IPMS. Such exposure will also allow him/her to
develop an extensive contact network with OHCHR staff in general, as well as other UN departments or agencies and human rights NGOs in Geneva.

The Senior Fellow is expected to return to his/her home country with an enhanced set of skills and expertise to contribute towards the promotion and protection of human rights of indigenous peoples at the national, regional or international level.

The Senior Indigenous Fellow will be working in the Indigenous Peoples and Minorities Section of OHCHR under the guidance and supervision of the Chief of Section and the Coordinator of the Indigenous Fellowship Programme and will be requested to:

- Contribute to the activities of the Section by undertaking research and analysis, drafting official reports and speeches, participating in the organization and implementation of training activities, workshops or international meetings organized by OHCHR, such as the Indigenous Fellowship Programme and the Expert
Mechanism on the Rights of Indigenous Peoples.

Perform any other tasks to support the work of the Section, including administrative or logistic tasks.

The candidate must be indigenous. He/she should have:

A university degree preferably in law, political sciences, international relations or any other disciplines related to human rights.
• Minimum of four years of working experience in the field of indigenous peoples’ rights.
• He/she should be fluent in English. Other language skills including Spanish, French or Russian are highly desirable.

The candidate selected will not receive a salary but will be entitled to a monthly stipend that will cover basic living expenses in Geneva, as well as return ticket and basic health insurance. Please note that this is not a regular employment position within OHCHR and it does not lead to employment rights and entitlements beyond the terms of the fellowship.

The application should include the following documents:

1) A Curriculum Vitae.
2) A letter of motivation (maximum 3 pages), in which the candidate will introduce himself/herself - mentioning the indigenous community he/she belongs to - explain his/her expectations, what he/she hopes to achieve through this fellowship and what he/she expects to do upon return to promote indigenous rights.
3) A letter of recommendation from the organization / entity they are affiliated with.

Indigenous Fellowship Programmes

The Office of the High Commissioner for Human Rights (OHCHR) organises every year an Indigenous Fellowship Programme, which is an extensive training programme aimed at strengthening indigenous representatives' knowledge of the United Nations system, general Human Rights mechanisms and other mechanisms more specifically dealing with indigenous issues. This programme is exclusively for indigenous persons. It is implemented in close cooperation with University partners and other UN agencies. Trained participants are better equipped to assist their organisations and communities in using existing international instruments and mechanisms to protect their rights. Programas de Becas para Pueblos Indígenas

La Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (ACNUDH) organiza cada año un Programa de Becas para pueblos indígenas cual finalidad es fortalecer los conocimientos de representantes indígenas sobre el systema de las Naciones Unidas, mecanismos de derechos humanos, especialmente aquellos que analizan cuestiones indígenas. Este programa se desarolla exclusivamente para representantes indígenas. Está organizado en estrecha colaboración con Universidades y otras agencias de las Naciones Unidas. Los becarios capacitados están en mejor situación para ayudar a sus organizaciones y comunidades a utilizar estos intrumentos y mecanismos para proteger sus derechos. High Commissioner in Haiti

The UN High Commissioner for Human Rights Navi Pillay is visiting Haiti from 2 to 5 November. Her first official meeting in the country was with President René Préval, where she addressed the situation of a number of economic and social rights. The High Commissioner also discussed public security and the need to strengthen the police and justice systems in the fight against crime and impunity, among other issues.

The High Commissioner expressed concern about the vulnerability of the population to natural disasters and discussed the issue of development of public policies to protect human rights to adequate food, health, housing and water. Access to primary education, for which very limited financial and human resources are available, minimal national quality and safety standards in schools, and equality and non-discrimination in primary and secondary education were also discussed.

The High Commissioner also praised the President for his work on bringing stability to the country and agreed with him that further developments in civil and political rights need to be based on progress in economic and social rights.

The High Commissioner visited Cité Soleil, a poverty-stricken neighbourhood in Port-au-Prince, where the delegation witnessed what life is like for Haiti's majority. In Cité Soleil, she visited Kay Jistis (“House of Justice”), a community-focused project supported by USAID in conjunction with other partners such as the UN Stabilization Mission in Haiti (MINUSTAH), where she met with beneficiaries of the project.

Kay Jistis aims at improving access to justice and reinforcing local governance. It also offers legal assistance to victims of detention related violations and addresses the issue of prolonged pre-trial detention, which continues to contribute enormously to the crisis of overcrowding in the prisons.

The mission also included meetings with senior ministers, as well as police and judicial authorities, the Ombudsman, and civil society. In a meeting with human rights NGOs, she praised their courageous work. All interlocutors pointed at the difficult conditions in prisons, where over 8,000 detainees live in unacceptable conditions and face long pre-trial detention.

OHCHR supports the human rights component of MINUSTAH, the UN peacekeeping operation in Haiti. The High Commissioner met with Hédi Annabi, Special Representative of the UN Secretary-General of the United Nations and Head of MINUSTAH, and with the Mission’s Rule of Law Working Group which briefed her on a joint 18-month initiative of the UN Department of Peacekeeping Operations and OHCHR, to measure the progress of the justice system in the institutional building process.

Universal Periodic Review of the Human Rights Council: Deadline for NGO submissions

The deadline for NGO submissions under the 4th session of the UPR system is 1 September 2008 for submissions on Cameroon, Djibouti, Mauritius, Nigeria, Senegal, Bangladesh, China and Jordan and 8 September 2008 for submissions on Malaysia, Saudi Arabia, Cuba, Mexico, Canada, Germany, Russian Federation and Azerbaijan.

Reports should be sent to the following email address: UPRsubmissions@ ohchr.org

NGOs are being strongly encouraged to limit their submission to a 5-page document, to which a more detailed and factual report may be attached for reference. This information will be available on line for others to access. Further information on NGO submissions under the UPR system is to be found at:

Appointment of new Special Rapporteur


The new Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people is expected to be appointed by the HRC during its 7th session in March 2008. Candidatures may be submitted by Governments, regional groups, international organizations, non-governmental organizations, other human rights bodies, and individuals to the Office of the High Commissioner for Human Rights (OHCHR). Special Rapporteur on the Situation of Human Rights and Fundamental Freedoms of Indigenous People

Please find below two important news concerning the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people.

A. Renewal of the mandate of the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people

On 28 September 2007, the Human Rights Council, during its sixth session, decided to renew for an additional period of three years the mandate of the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people. The unedited version of the relevant resolution, so far only available in English, is attached, along with a copy of the Special Rapporteur's oral statement to the Council.

The Council's new resolution, whose unedited version is attached, reaffirms and reinforces the Special Rapporteur's mandate as described in previous resolutions of the Commission on Human Rights, in areas such as the Special Rapporteur's official visits, communications, and annual reporting.

The Council's resolution further includes a number of important innovations in relationship to previous resolutions, including the following:

- The resolution entrusts the Special Rapporteur with the follow-up of the recently adopted UN Declaration on the Rights of Indigenous
Peoples, along with other relevant international standards.

- The resolution invites the Special Rapporteur to work in close cooperation with the UN Permanent Forum on Indigenous Issues, and to
participate in its annual session.

- The resolution invites the Special Rapporteur to identify, exchange and promote best practices in the promotion and protection of the rights of indigenous peoples.

- The resolution calls the Special Rapporteur to pay a particular attention to the situation of indigenous women and children, and to apply a gender perspective in his/her work.

The current mandate-holder, Mr Rodolfo Stavenhagen from Mexico, will finish his term at Council's resumed session in December 2007, when he will also present his final report. In order to avoid a protection gap, he will retain the mandate until the appointment of the new mandate-holder, initially expected in March 2008.

B. Report to the UN General Assembly

On 22 October 2007, the Special Rapporteur will present his fourth annual report to the Third Committee of the United Nations General Assembly. The report, now available in all UN official languages, presents an interim description of the activities carried out this year by the Special Rapporteur. In addition, the Special Rapporteur's report includes a number of general considerations on the situation of indigenous peoples in Asia, a region to which the Special Rapporteur has devoted a special attention during the last year.
