Grupo de Trabajo de composición abierta sobre los Objetivos de Desarrollo Sostenible // Open Working Group on Sustainable Development Goals

A continuación el anuncio de DESA sobre lo que ocurrirá durante la Fase 2 del Grupo de Trabajo de composición abierta sobre los Objetivos de Desarrollo Sostenible ( OWG - SDG ) y la financiación sostenible.

Como ustedes saben la Octava Sesión del OWG - SDG acaba de finalizar .

La fase de inventario de la situación en donde se obtuvieron puntos de vista por parte de los gobiernos y de los grupos mayores en los diferentes temas de desarrollo sostenible ha terminado. Ahora van a pasar a las reuniones informales que están destinadas a iniciar los procesos

intergubernamentales de negociación donde van a llegar a un acuerdo sobre lo que será el ODS . Estas reuniones tendrán lugar en las siguientes fechas:

Marzo, del 3 al 7, 2014

Marzo 31 a  abril 4,  2014

Mayo del 5 al 9,  2014

Junio del  16 al 20,  2014

Julio del 14 al 18, 2014

Después de julio el proceso de la Agenda de Desarrollo Post- 2015 se iniciará en septiembre de 2014 en el comienzo de la 69 ª Sesión de la Asamblea General de la ONU . Habrá un evento especial para revisar los ODM durante este evento. Después de este evento de alto nivel , los procesos de negociación se llevará a cabo en lo que será el programa para el desarrollo post- 2015 . Los resultados de la OWG - SDG se incorporarán a este proceso.

Los otros procesos regionales son los siguientes : Esto se obtuvo de del mensaje de Chantal Line Carpienter que es el punto focal de DESA para los Grupos Principales.

Reunión de la CESPAP HLPF (ESCAP HLPF  por sus siglas en inglés) en abril (2-4) , con consulta previa a partir del 29 ó el 30 de marzo en Bangkok.

CESPAO (ESCWA por sus siglas en ingles) 2 a 3 abril en Aman, Jordania.

CEPAL primera semana de mayo en Perú

ECE - puede que no tenga reunión en la HLPF

ECA: no hay información.

Estamos planeando ofrecer actividades de creación de capacidades y oportunidades de incidencia en cada reunión.

También hay que considerar que habrá una reunión sobre los pequeños estados insulares en desarrollo deberían (SIDS por sus siglas en ingles). Así que esto es muy relevante para el Consejo del Pacífico y el Caribe. Por favor, interactuar con Roberto Borrero Mukaro que es del Caribe y que representa a CITI , uno de los socios en la organización para la OWG - ODS , por lo que puede ayudar a proporcionar información adicional al respecto.

Sobre la contribución de los SIDS y altavoz para el lanzamiento del Año Internacional de los Pequeños Estados Insulares:

RECORDATORIO: fecha límite para la presentación de lo que el documento de la conferencia SIDS debe contener es el 15 de febrero.

Para el lanzamiento del Año Internacional de la SIDS , sólo C & Y y las mujeres presentaron nombres. Mis colegas han seleccionado al candidato de C & Y Ben Anthoy Bacar MOUSSA de Islas Comoras. Ya C & Y está trabajando con

él en su declaración en idioma francés y compartirán con usted a la brevedad , ya que esto es una declaración de todos los MGs.

Por favor, háganos saber quién de sus  miembros (consituency) estarán aquí para la PrepCom 24 a 26 febrero.

La Socios Organizador de Grupo Principal de los Pueblos Indígenas son Tebtebba y el IIN ( Red Indígena de Información de Kenia, para el Sur) y el Consejo Internacional de Tratados Indios (CITI ) para el Norte. Hay muy mínima participación de los pueblos indígenas en estos procesos porque hay muy poco apoyo (financiamiento )para esto y el DESA sólo admite una o dos personas del Sur.  Por parte de Tebtebba , tenemos a Galina Angarova que tiene su sede en Nueva York para participar a tiempo completo con este proceso, entre otros y por ellos CITI tiene a Roberto Mukaro Borrero, también con sede en Nueva York . Please find below the announcement from DESA on what will happen during the Phase 2 of the Open-ended Working Group on Sustainable Development Goals (OWG-SDG) and Sustainable Financing. As you may know the OWG-SDG 8^th Session just finished. The Stocktaking Phase where they had views from

governments and from Major groups on the various sustainable development issues is over. They will now move to the informals which are meant to be intergovernmental negotiating processes where they will reach agreement on what will be the SDGs. These meetings will take place on the following dates;

March 3-7, 2014

March 31-April 4, 2014

May 5-9, 2014

June 16-20, 2014

July 14-18, 2014

After July the Post-2015 Development Agenda Process will start in September 2014 at the beginning of the 69th Session of the UN General Assembly. There will be a special event to review the MDGs during this event. After this High Level Event, the negotiations processes will take place on what the Post-2015 Development Agenda will be. The results of the OWG-SDG will feed into this process.

The other regional processes are the following: I cut this from the message of Chantal Line Carpienter who is the DESA focal point for Major Groups.

We are planning to offer capacity building and advocacy opportunities at each meeting.

There will also be a meeting on SIDS which those in small-island developing states should consider. So this is very relevant for the Pacific Caucus and also the Carribean. Please interact with Roberto Mukaro Borrero who is from the Caribbean and who is representing  IITC, one of the Organizing Partners for the OWG-SDGs, so he can help provide additional information on this.

For the Launch of the international year of the SIDS, only C&Y and women submitted names. My colleagues have selected the C&Y candidate Ben Anthoy Bacar MOUSSA from Comoros*. *C&Y are working with him on his statement in French and will share with you shortly as this is a statement for all MGs.

The Organizing Partners for the Indigenous Peoples' Major Group are Tebtebba and IIN (Indigenous Information Network from Kenya, for the South and International Indian Treaty Council (IITC) for the North. There is very minimal participation of indigenous peoples in these processes because there is very little support for this and the DESA only supports one or two persons from the South. For Tebtebba, we have Galina Angarova who is based

in New York to engage on a more full-time basis with this process, among others and for IITC they have Roberto Mukaro Borrero., also based in NY. For IIN this is Lucy Mulenkei whose email is mulenkei@yahoo.com.

Registration Process - Eleventh Session of the UNPFII

Dear Friends,

Please find enclosed the Arrangements for Participation for your information.

United Nations grounds pass
A blue laminated plastic badge that has a photo of the bearer on it. By itself, it does not give access to the North Lawn Building. It must be used with a secondary access pass.

Secondary access pass
A laminated coloured cardboard non-photo pass that is only valid when it is accompanied by a valid United Nations grounds pass. During the Eleventh Session, they will be issued at the time of registration to give access to the North Lawn Building. This pass can be used for the duration of the session.

During on-site registration, one secondary access pass will be given to each organization to be shared amongst its delegates. These passes will be given out, as long as supplies last, at a table marked “secondary access passes” in the lobby of the General Assembly Building.

Only ONE secondary access pass will be given per organization for the duration of the session. Please take special care not to lose your secondary access pass.

Special event tag (SET)
This is for access to side events in the North Lawn Building.  A coloured cardboard ticket with the date, time and location of the room of the side event (usually held during lunchtime and the evening) will be distributed.  The SETs will be distributed each morning at the SPFII table in the Visitors' Lobby starting at approximately 9:00 AM for that day's events by the event organizers.

Registration Hours
We will be open for on-site registration on Sunday 6 May. In order to Register, you must have already pre-registered online and be approved.

Registration will take place in the Lobby at the UN Visitors' Entrance (General Assembly Building). Entrance is at First Avenue and 45th Street. Once you pass through the white security tent please proceed to the UN Permanent Forum on Indigenous Issues registration desk.  There will be 3 separate lines/queues depending upon your status:

1) NGOs in consultative status with ECOSOC--You will be able to use your existing UN grounds pass but will be required to obtain the secondary access pass to gain access to the conference room.
2) New IPOs and Academics--Upon registration you will sign/make corrections to your grounds pass form that you filled out online and take it to the security desk to get your grounds pass printed.
3) 2011 Participating IPOs and Academics--If you attended last year's session, your grounds pass will be waiting for you in this line when you register.

Immediately after registering your designated representative will proceed to the line/queue for to receive the SECONDARY PASS that is to be shared among all members of your organization.  This pass will be valid for the entire duration of the session and if lost or forgotten it cannot be replaced.

Registration times are as follows:
 
Sunday 6 May          12.00p.m. to 5:00p.m.
Monday 7 May          8.00 a.m. to 3:45p.m.
Tuesday 8 May          9.00a.m. to 3:45p.m.
Wednesday 9 May to 18 May        9:30a.m. to 3:45p.m.
Closed every day from 12.30 to 2:00 p.m.

The Registration Desk will be closed every day from 12:30 to 2:00p.m. for lunch-break. Accordingly, no ground-pass will be issued during the lunch-break. Exceptionally, registration may be conducted during lunch-break if a large number of people are still in line.

Make sure to bring the confirmation letter that you receive after pre-registering as well as a photo identification document to get a UN ground-pass. It should be noted that for security reasons, only official documents (passports, state-issued driver’s license and similar documents), are accepted. No other documents will be accepted.

3rd Indigenous Leaders Summit On Course

Ottawa, Canada (UCTP Taíno News) – A planning meeting for the upcoming 3rd Indigenous Leaders Summit of the Americas was held February 27-28, 2008 in Ottawa, Canada. The meeting was hosted by the Assembly of First Nations (AFN) and the Native Womens Association of Canada.

Three representatives from the Caribbean Region were invited to attend as members of the planning committee – Damon Corrie (Barbados), Albert DeTerville (St. Lucia), and Roberto Borrero (Puerto Rico).

The Indigenous Leaders Summit will present a Declaration and Plan of Action to the 5th OAS Summit of the Americas that will be held in Port of Spain, Trinidad from April 17 – 19, 2009.

The Summit location has not yet been confirmed, but current choices location choices include Venezuela, Panama, and St. Lucia. Trinidad is also being considered but as a result of the OAS Summit, logistics could present a problem. While the cost and other factors will determine the actual meeting site, members of the local indigenous community are still hopeful that the Indigenous Summit will come to Trinidad.

“To not have this meeting in Trinidad would be a shame” stated Chief Ricardo Bharath Hernandez of the Santa Rosa Carib Community. Currently, the Santa Rosa Community is the only community on the island recognized by the government of Trinidad and Tobago.

Close to 100 hundred indigenous leaders from throughout the hemisphere are expected to attend the meeting. Participants will be representative of 4 regions – South America; Central America & Mexico; North America (U.S.A & Canada ); and the Caribbean with about 20 participants per region.

Corrie was appointed to head the Communications Sub-Committee while DeTerville and Borrero will work with the Technical Committee. Outreach has already been circulated in the Caribbean Region for the delegate nominees.

The 3rd Indigenous Summit of the Americas will take place from April 14-15, 2009.

Indigenous Peoples plan OAS Summit Participation

UCTP Taino News - The Assembly of First Nations (AFN) and the Native Women's Association of Canada (NWAC), have initiated a meeting to discuss the upcoming 3rd Indigenous Leaders Summit of the Americas (3rd ILSA). The primary goal of the 3rd ILSA is to precede and inform the Organization of American States’ 5th Summit of the Americas to be held in Trinidad.

Indigenous leaders from the Americas will participate in this event, including women, youth and Elder leaders from across hemisphere. A secondary goal is to continue the policy dialogue initiated in the first two Indigenous Summits and move this dialogue forward to focus on implementation of the measures necessary for the previous Declarations and Plans of Actions to be fully realized.

A preliminary ILSA Planning Committee meeting is scheduled to take place February 27-28 in Ottawa, Ontario, to be preceded by a teleconference call in the very near future.

The planning committee meeting will be co-hosted by Grand Chief Edward John, AFN and President Beverley Jacobs, NWAC.

Among the confirmed participants for the planning meeting is Roberto Mukaro Borrero of the United Confederation of Taino People (UCTP). Commenting on the meeting Borrero noted “as this international summit is taking place in Trinidad, this is an historic opportunity to increase the visibility of Caribbean Indigenous Peoples.”

Borrero also noted “Trinidad and Tobago is home to a recognized indigenous community and is the current Chair of the Caribbean Organization of Indigenous Peoples (COIP). It is more than appropriate for this reality to be highlighted before the international community who will be gathered at this event.”

The 5th Summit of the Americas is taking place from April 17-19, 2009 in Port of Spain, Trinidad and Tobago.
